The money flowing through the drug trade helps fuel and promotes terrorism internationally.

Therefore, all the countries of the world are working together to fight terrorism and prevent drug trafficking.

With regard to India, the Union Home Ministry is taking various measures to prevent illegal drug trafficking under the slogan Drug Free India.

NCB is the nodal agency for matters related to drug law enforcement in India, which takes action against drug trafficking.

NCB is the Central Commission which exercises the powers and functions of the Central Government under the NDPS Act.

State Governments and other agencies of the Central Government are taking various measures against drug trafficking.

Accordingly a State Level Coordinating Committee under the Chief Secretary in each State

State Multi Agency Coordination

Regional Economic Intelligence Council

Lead Intelligence Agency

It is doing continuous work.

Apart from that, India has also signed agreements with the UN and SAARC countries against drug trafficking.

Also Bilateral agreements with 24 countries and MOUs with 13 countries.

The Central Government is actively working with 28 countries/regional groups through Joint Task Forces on Counter-Terrorism and Anti-Narcotics Trafficking.

The NCB itself coordinates the actions taken by various agencies of the Central and State Governments in matters related to drug abuse and law enforcement in India.

Heroin and cocaine are the most expensive illicit drugs.

 On 17 and 19 September 2021, 2988.21 kg of heroin was seized at Mundra port in Gujarat.

It is said that the highest amount of heroin seized in the history of India was caught at Mundra port

Directorate of Revenue Intelligence says.

After 15 days of continuous investigation by Directorate of Revenue Intelligence officials, the case was handed over to the National Investigation Agency.

In fact, 2988 kg of heroin was seized by the intelligence agencies in India at Mundra port in Gujarat.

For the first time, the most seized heroin?

Is the information given by the central government and the Ministry of Home Affairs and government agencies true?

1000% not, wrong information says central government documents..

No country in the world has ever seized such a large amount of heroin.

After the release of the NCRB report in 2020, we embarked on a study to find out which state has the highest amount of heroin seized.

In the Right to Information Act, Section 24 exempts 26 agencies from providing any information to anyone other than information about corruption and human rights violations.

Therefore, no matter how hard i tried, i could not get the information about the amount of heroin seized in any state in 2018 and 2020 from any drug confiscation agencies of the central government.

But the 2 year wait paid off.

The Ministry of Home Affairs gave the answer in the Parliament as to which state has the most amount of heroin seized.

Minister of State in the Home Ministry Mr.Nithyananda Rai has given the answer not once but twise in writing.

We are showing the answer given in the Rajya Sabha of the Parliament in order..

In question number 3097, he asked about the seizure of heroin in India during the period 2016 to 2020.

The answer to that question was given in writing by the Minister of State Nithyanandarai on behalf of the Ministry of Home Affairs.

In the reply given by the Home Ministry, it has been mentioned that these information and sources have been gathered from the NCRB report

But NCRB says that 22,263.1 kg of heroin was seized in India in 2018.

But in the reply given by Hon’ble Minister of State for Home Affairs Mr.Nithyanand Rai said that only 19,691.155 kg was seized in 2018.

So according to the report of NCRB, there is a difference of 2571.945 kg of heroin between the account of seizures of heroin in 2018 and the statistics given by Hon’ble Minister Mr.Nithyanand Rai in Rajya Sabha.

Meanwhile, the National Crime Records Bureau says that 55,804.540 kg of heroin was seized in India in 2020. The same 55,804.540 kg has been reported in the reply given by Union Minister of State for Home Affairs Mr.Nithyanand Rai on the seizure of heroin.

NCRB report in 2018 says that 22263.1 kg of heroin was seized in India, but the Ministry of Home Affairs gave information that only 19,691.155 kg was seized. Thus there is a difference of 2571.945 kg in the heroin seizure account.

Similarly, in 2020, the Ministry of Home Affairs has said that 50,000 kg of heroin has been seized in the state of Sikkim and 3,200 kg of heroin in the state of Manipur.

The state of Sikkim is a unique landlocked state in the north-eastern states of India with a population of only 7 lakhs. The home ministry’s response was quite shocking that a total of 65 thousand kg of heroin was seized in Sikkim, the least populated state in the country, between 2018 and 2020 alone.

So, we got into the study of which agency seized heroin in the state of Sikkim.

But the response we got was quite shocking.

The Narcotics Control Bureau is the only nodal agency in India that coordinates the issue of drug trafficking.

The amount of seized heroin was 1258 kg

 Next to the NCB, another important central agency for drug enforcement is the Directorate of Revenue Intelligence and Customs.

In the annual report on drug seizures published by the DRI-run under the Ministry of Finance and Revenue..

In 2018, only 32.6262 kg of heroin was seized

So, it is clear that Narcotics Control Bureau, Directorate of Revenue Intelligence and Customs officials have not seized the 15 thousand kg heroin allegedly seized in Sikkim state.

We also scrutinized those documents to suspect that any other agencies, including the Border Security Force, may have seized the remaining 15,000 kilos of heroin…

Neither central government agencies nor the Border Security Force have seized 15,000 kg of heroin in Sikkim, according to a Home Ministry report.

I filed an application under the Right to Information Act to know whether the Sikkim State Police had made the seizure.

In fact, their response was shocking

In 2018, the Sikkim State Police registered only two cases related to the seizure of heroin.

Only 5.25 grams of heroin has been seized in both the cases.

Well…central agencies did not seize , if the state police don’t confiscate,,

Then ,Who seized 15 thousand kg of heroin in Sikkim state in 2018?

Doesn’t the question arise as to what happened to the 15,000 kilos of heroin claimed to have been seized by the Ministry of Home Affairs?

At least 15 thousand kg of heroin in 2018, but the situation in 2020 is even worse.

The NCRB report of 2020 states that a total of 55804 kg of heroin was seized in India.

Of that, 50,000 kg was seized in the state of Sikkim and 3,200 kg in the state of Manipur, the Ministry of Home Affairs informed Parliament three times in writing.

Now let’s see if any agency has accounted for the seizure of so much heroin…

Next to the NCB, another important central agency in drug enforcement is the Directorate of Revenue Intelligence and Customs.

In 2020, only 202 kg of heroin was seized, the annual report said.

Thus, it is clear that Narcotics Control Bureau, Directorate of Revenue Intelligence and Customs officials have not seized the 50 thousand kg heroin allegedly seized in Sikkim state, nor the 3200 kg heroin allegedly seized in Manipur state.

I also examined the documents of any other agencies involved in border security operations to see if they have seized the 53200 kg heroin allegedly seized in Manipur, Sikkim in 2020…

NCRB Report 2020 does not provide details of heroin seizures made by NCB, CBI, DRI, NIA and CENTRAL BOARD OF INDIRECT TAXES & CUSTOMS.

That is why we have given the details of seizure of heroin mentioned in the annual report of NCB and DRI as evidence above.

OK now the Sikkim State Police has not seized even a single gram in 2020 in its RTI reply.

Manipur State Police’s website also clarifies that they did not seize 3200 kg of heroin in 2020.

Home Ministry claims 15,000 kg of heroin seized in Sikkim in 2018

In 2020, 50,000 kg of heroin was reported to have been seized in the state of Sikkim

Doesn’t the question arise as to where the 3200 kg of heroin that the Ministry of Home Affairs claims to have been seized in the state of Manipur in the same year 2020 went?

However, as this matter is very serious, again to get a clear explanation,

Referring to the Home Ministry’s response in the Rajya Sabha regarding the seizure of heroin, I have raised the question through an RTI to the Sikkim State Police as to who seized heroin in 2018 and 2020.

The Sikkim State Police HQ has given us an answer that apparently not so much heroin has been seized in the state of Sikkim.

As the nodal agency for narcotics matters is the Narcotics Control Bureau, that department is also the Ministry of Home Affairs

Referring to the reply given in the Rajya Sabha regarding the seizure of heroin, we had raised the question as to which agency had seized the heroin in the state of Sikkim and Manipur…

However, the Public Information Officer of the Narcotics Control Bureau rejected our application as unable to respond.

However, Since it was the Home Ministry’s written reply in Parliament, we applied again to the Appellate Officer.

However, he also refused to answer saying that the applicant has no right to ask questions regarding the seizure of heroin.

Note carefully, the Narcotics Control Bureau is not saying that the Home Ministry’s response to the Parliament regarding the seizure of heroin was wrong.

They said they could not give an answer

NCB refused to respond – RTI proof

If so,I want to state very clearly..

In 2018, the NCRB says it seized 22,263.1 kg of heroin.

But the Home Ministry says only 19691.155 kg was seized.

From that account 2571.945 kg of heroin has disappeared from the account.

Similarly, the 15,000 kg of heroin allegedly seized in Sikkim in 2018 is not accounted for. No agency has claimed responsibility for the seizure.

This shows that in 2018 alone, 17571.945 kg of heroin was missing from the seizure account.

Similarly, in 2020, the Ministry of Home Affairs has informed the Rajya Sabha that 50000.387 kg of heroin has been seized in the state of Sikkim and 3200.172 in the state of Manipur.

But 53,200.599 kg of heroin, which is said to have been seized in those two states, has also gone missing.

This is indeed a very, very scary thing.

In 2020, 53,200.599 kg means a total of 70,772.544 kg of heroin has disappeared from the account.

Its international market value is around 5 lakh crore rupees.

It is an unimaginable scam.

Why are no central agencies taking responsibility for the seizure of 68,200 kg of heroin that the Ministry of Home Affairs has accounted for?

What are the reasons why heroin worth 5 lakh crore rupees, which is completely destabilizing the country’s economy, is not shown in the drug seizure document or statement of any agencies of the central government?

Out of the unaccounted  70,772.544 kg  of heroin, 53,200 kg of heroin was seized during the Corona period when people were not even out of their homes, according to a Home Ministry report.

Why is the Ministry of Home Affairs ignoring the issue of 68200 kg of heroin seized in Sikkim and Manipur, India’s smallest states?

The central government says heroin trafficking is closely linked to terrorism.

The National Investigation Agency has registered 16 cases in the 11-year period from 2012 to February 2021 in connection with heroin trafficking in India. What is surprising is that on 02-07-2012 NIA has registered a case related to smuggling of heroin.

The case was registered in connection with the seizure of just  100 gram of heroin in the state of Punjab.

The NIA has also registered a case regarding the seizure of 2988 kg in Mundra port in 2021.

What is the mystery of the National Investigation Agency, which investigated the case of seizure of only 100 gram of heroin, but did not investigate the case of seizure of 68200 kg of heroin caught in Sikkim and Manipur?

Central and state investigative agencies have been seizing a wide range of drugs across the country.

Of this, 70,772.544 kg of heroin has gone missing from the accounts of only one drug, heroin, which the Union Home Ministry says was seized in 2018 and 2020.

If that is the case, it is likely that many more issues will come to light if the remaining accounts of other drug seizures are scrutinized.

What is the 70,772.544 kg kg of heroin which is not brought into the account of any agencies, and which is not shown in the account of disposal of narcotic drugs?

The Ministry of Home Affairs, which has given a written reply twise in the Parliament, has given the details of who seized 70,772.544 kg of heroin.

It is also very important to give a proper answer as to where the seized heroin went

Otherwise..

70,772.544 kg  of heroin worth Rs 5 lakh crore will disrupt the country’s economy as well.

It will destroy the society as well.
